Successful Outcomes of the Policy

As at 2018, an estimated seven million students between 3 – 21 years received special needs education program according to the provisions of the Individuals with Disability Education Act (National Center for Education Statistics, 2019). Since the enactment of the Act in 1975, the number of disabled students that benefitted from the Act has steadily increased. From 2001 to 2005, the number of disabled students who received special education rose by 13 percent. Between 2017 and 2018, the number of enrolled disabled students from other ethnic groups, for the special education program in public schools increased.

The outcomes of the Individuals with Disability Act, which aimed at coming up with cost-effective education solutions, increasing access to innovative learning institutions and improving the quality of education offered to students with mental and physical impairments have been met (Morando, Sutter, & Campbell, 2017)………………………………………………………………..
